Antigonus I to Teos: the synoecism with Lebedus (the grain fund and the laws of Cos)

The most detailed surviving act of Hellenistic royal urban governance: two letters of Antigonus I Monophthalmos to Teos (c.303 BCE) regulating the merger (synoecism) of neighbouring Lebedus into Teos. The king rules on everything — the Lebedian delegate to the Panionion is to keep his seat but 'be called a Teian'; every Lebedian receives a building plot equal to the one he leaves; contracts and pending suits get arbitral courts; three nomographoi will draft a joint law-code, and until then the city is to fetch and use the laws of Cos (copied under the Coan seal within thirty days); and — granted against his own stated policy of refusing all civic grain subsidies — a revolving grain fund of 1400 gold staters, lent against security to import and sell grain so 'there may be a sufficient quantity of grain in the city'. The second letter tightens the timetables (appraisers; the temporary-housing count within fifteen days). The synoecism died with Antigonus' power — Lysimachus took Teos and moved the Lebedians to his new Ephesus.
