German is an organising category in Caesar’s geographical and ethnographic writing. The category includes named peoples and political situations, while the Rhine functions as a rhetorical as well as geographical divider. Compare the negotiations, crossings and ethnographic excursus rather than treating all bearers of the label as one political actor.
